After miniskirts took the world by storm in the 1960s, people became more tolerant of women exposing their knees. In the 1970s hot-pants first appeared on the fashion scene. As there were few women wearing thigh-high shorts at the time, hot-pants caught the eyes of many people. In Japan, hot-pants became all the rage in the mid-1990s. It was around this time that young women in sexy outfits began to be widely acknowledged as "Shibuya gals."
